The documents, known as the ‘ Vulkan Files’ were leaked by an anonymous source to Paper Trail Media, the Munich-based team behind the Panama Papers leaks, as well as German news website Der Spiegel. The leaked documents are from a Moscow-based information security consultancy firm, NTC Vulkan. The documents contain what appears to be research on tools for monitoring and manipulating digital platforms, as well as disrupting critical infrastructure. The tools described in the leaks have domestic capabilities as well, to be used within Russia or territories controlled by Russia. There are over 5,000 pages of documents in the leaks, dated between 20.Ī trove of documents has been leaked to a consortium of investigative journalists, revealing Russia’s capabilities in cyber warfare.The documents have been authenticated by western intelligence agencies and security experts.
